How to Set Up Click to WhatsApp Ads (Step by Step)
The person who taps your ad lands straight in your WhatsApp chat. Setup takes a few steps; the real difference shows in how fast and how well you answer when the message arrives. We cover the steps in Ads Manager, how to greet incoming messages, and the cost side, in order.
You see an ad on Instagram or Facebook, tap the button, and the brand's WhatsApp chat opens in front of you. Meta calls this format "Click to WhatsApp"; here we also call it a WhatsApp ad. Setting it up is easier than most people expect. The real work starts once the ad is live: who answers the incoming messages, and how fast.
Below we walk through the setup in Meta Ads Manager step by step, then move on to what happens when a message arrives and how pricing works.
What exactly does an ad that leads to WhatsApp do?
A normal ad takes the user to your website. This one drops them straight into your business's WhatsApp chat. The user doesn't fill in a form or wait for a page to load; they type the question on their mind and send it.
According to Meta's own definition, ads that click to messaging put the person who taps them into a direct conversation with your business account on Messenger, Instagram or WhatsApp. Here we focus on the WhatsApp side. The format fits well for jobs where people ask about a product, talk about price or move forward with an appointment.
What should be ready before you start?
Check these four things before opening Ads Manager. If one is missing, you will get stuck in the middle of setup.
- A Facebook Page: Ads run on behalf of a Page.
- A WhatsApp number connected to the Page: The chat the ad opens arrives at this number. The number can be on the WhatsApp Business app or on the WhatsApp Business API. If message volume will grow, several people will reply and you want to use a bot, the API side is a better fit. We covered the differences in our article What is the WhatsApp Business API.
- An ad account and a payment method: These must be set up in your Meta business account.
- A routine for handling messages: The ad brings messages in at midnight too. Decide beforehand who will reply.
Step-by-step setup in Meta Ads Manager
The flow has three layers: campaign, ad set and ad. Let's go through them in order.
1. Create the campaign and choose the objective
When you create a new campaign, you are asked to pick an objective. If your goal is to draw people into a chat, the most natural starting point for most businesses is the Engagement objective. With the Leads and Sales objectives you can also choose messaging apps as the conversion location; the options vary by objective.
2. Set the conversion location to WhatsApp at the ad set level
This is the key point. At the ad set level, you choose messaging apps as the conversion location, then WhatsApp, and select the number connected to your Page. According to Meta's help page, when you choose WhatsApp as the conversion location, the destination is the same place; you don't need to enter a separate destination address at the ad stage.
3. Set the budget, schedule and audience
In this step you set the daily or total budget, the run dates and the audience. Here is a small tip. Compare the hours the ad is running with the hours your team can look at messages. If no one will reply outside office hours, either set up a bot or narrow the schedule.
4. Create the ad
You add the image or video, the ad copy and the headline. The button usually comes with wording that invites the user to send a WhatsApp message. Hint at what the user should write in the copy: a clear call such as "Tell us your size and we'll tell you if it's in stock" works much better than "Contact us".
5. Edit the chat opening and publish
When creating the ad, you can set the welcome text the user will first see on the chat screen and the ready-made questions they can tap to send. Pick these questions from the ones that really come up often. Once you check the preview and publish, the ad goes through Meta's review and goes live when approved.
Menu names can change Meta updates the Ads Manager interface often. If you can't find an option under the name we wrote, look for the phrases "conversion location" or "messaging apps" in the same step.
Who will reply when a message arrives?
You paid for the ad, and the user wrote in. Now the most critical minutes begin. The person coming from the ad is interested at that moment; if they wait half an hour without a reply, they have moved on to another tab.
Let the bot handle the first greeting
Questions about price, size, stock, delivery area and opening hours are always the same. In Chatopya, the AI answers this kind of frequently asked question around the clock from your own business information. For a question with no match in the knowledge base, it doesn't make up an answer; it passes the conversation to an agent. If you sell products, the bot can ask about the need and recommend a suitable product from the catalog, send a product image or a PDF catalog, and direct the customer to an order or payment link.
If you want a more structured greeting, you build no-code flows with the drag-and-drop flow designer: an order form, booking an appointment or a short needs survey, for example.
Let an agent take over when needed
The bot hands a conversation it can't resolve to an agent together with the chat history; the customer doesn't have to explain their issue again. The same number can be used by several agents, and chats can be assigned and handed over. Because sentiment analysis tags a customer who writes angrily or with worry right away, the team sees which conversation to look at first. You can find this whole setup on our WhatsApp customer service and AI chatbot page.

Book a free demoAre messages from ads charged?
There are two separate items: ad spend and the WhatsApp message fee. You pay Meta for ad spend according to your budget. On the message side, there is a welcome exception.
According to Meta's WhatsApp Business Platform pricing page, when a user writes to you from the Android or iOS app through this kind of ad, a customer service window opens. If you reply within this window, a free entry point window starts. While the window is open, the marketing, service, utility and authentication messages you send are not charged. Messages coming from the desktop and web apps do not fall under this.
A fast reply now also means money From 1 October 2026, Meta charges for service messages after the first 1,000 messages per month for each number. That makes it even more important to reply to the person from the ad on time and open the free window. The length of the window and the exceptions are kept up to date on Meta's official pricing page; check there before the campaign.
After the window closes, you can reach the user only with an approved template message. Chatopya adds no commission to the template message fee; it is whatever Meta's unit price is. You can see plan prices on our pricing page.
Where does Chatopya's Meta ad management module come in?
You set up the ad and messages are coming in. But is the campaign doing well? Chatopya's Meta ad management module looks for the answer to this question through conversation. With the module you can set up campaigns by chatting; you can prepare feed and story ads on Instagram and Facebook with five objectives (awareness, traffic, engagement, leads and conversions), a daily budget in TL, and age and gender targeting.
For live campaigns, it tracks metrics such as CPM and cost per lead, compares campaigns and puts together a prioritized action plan. One point worth underlining: the module suggests, and changes nothing without your approval. Increasing the budget, pausing or starting a campaign is applied only when you give approval.
Common mistakes we see with WhatsApp ads
- Turning the ad on and leaving the number unattended: This is the most expensive mistake. You pay for the click, then the message waits for hours.
- Vague ad copy: If the user doesn't know what to write, the chat starts with "Hello" and stays there.
- Treating the chat as consent: The person who wrote from the ad reached you for that conversation. If you want to send campaign messages later, get explicit permission. Details are in our article Is sending bulk messages on WhatsApp legal?
- Measuring results by clicks alone: How many people wrote matters, but so does how many turned into a sale or an appointment. Read the ad metrics together with the results on the chat side.
Frequently asked questions
Is the WhatsApp Business API required for an ad that leads to WhatsApp?
No, the ad can also lead to a number on the WhatsApp Business app. But if you have several agents, a bot and high message volume, the API works much more comfortably.
Is replying to messages from ads charged?
When a user writes from the Android or iOS app through an ad and you reply within the customer service window, a free entry point window opens. Messages you send in this window are not charged by Meta; ad spend is paid separately.
Which campaign objective should I choose for a WhatsApp ad?
If the aim is to start chats, the Engagement objective is a good start for most businesses. With the Leads and Sales objectives you can also choose WhatsApp as the conversion location.
Who handles ad messages that arrive at night?
If you have set up a chatbot, it answers frequently asked questions around the clock and hands what it can't solve to an agent with the chat history. If you have no bot, it makes sense to limit the ad run hours to your team's working hours.
Does Chatopya change my ads on its own?
No. The Meta ad management module tracks metrics and offers suggestions; a budget change, pause or start is applied only when you approve it.
