WhatsApp Business API Pricing: What Meta Charges For
Using the WhatsApp Business API costs two things: the monthly package of the platform you use and the fee Meta charges for delivered messages. We explain in plain language when Meta charges for which message, what changed on October 1, 2026 and how to estimate your budget.
WhatsApp Business API pricing is one of the questions we get most often. The answer isn't a single line item. It's two: on one side the monthly package of the software you use, on the other the fee Meta charges for messages sent from a business to a customer. The moment you separate the two, the picture gets clear.
Below we go through what Meta charges for, when and how. We checked the information against Meta's official pricing page. The page was last updated on September 30, 2026 and includes the changes that take effect on October 1, 2026.
What makes up the price of the WhatsApp Business API?
Think of two separate bills. The first is the fee of the platform you use the API through: the monthly package you pay for the dashboard, inbox, chatbot, campaign tools and so on. The second is Meta's message fee. This fee arises for messages your business sends to a customer and that are delivered to the customer.
Meta doesn't charge for messages a customer sends to you. Messages that are sent but can't be delivered aren't charged either. This distinction matters, because in a bulk send, invalid numbers don't show up on your bill.

How does Meta charge per message?
Meta has charged per message since July 1, 2025. The old "conversation-based" model is gone entirely. Now every delivered message falls into a single category and is charged at most once.
Two things set the unit price:
- The message category: marketing, utility, authentication, service or Meta's AI agent.
- The recipient's country code: The fee is set by the country code of the number receiving the message, not by where you are. When a business in Turkey writes to a customer abroad, that country's rate applies.
How much does each message category cost?
Understanding the category correctly is half of estimating cost. Meta's page lists five categories. In brief:
| Category | Typical example | How is it charged? |
|---|---|---|
| Marketing | Campaign announcement, discount, new product, cart reminder | A fixed rate per delivered message; no volume discount |
| Utility | Order confirmation, shipping status, appointment reminder | Per message; tiered discounts as monthly volume grows |
| Authentication | One-time code for login or sign-up | Per message; tiered discounts as monthly volume grows |
| Service | Free-form replies you give after a customer writes | Since October 1, 2026, the first 1,000 per month are free for each number, charged after that |
| Meta Business Agent | Replies from Meta's own AI agent | Token-based; charged even in free windows |
Marketing, utility and authentication messages go out as approved templates. That's why the category you choose when submitting a template to Meta matters: a "notification" template that carries campaign content can be treated as marketing. We've collected the mistakes we see often with templates in the article Why WhatsApp templates get rejected.
How do volume tiers work?
Volume discounts exist only for utility and authentication messages. Once you pass a certain threshold within a month, the discounted price applies only to messages after that threshold. So your first messages go out at list price. Tiers are also kept separately by country and category.
What changed on October 1, 2026?
This section matters to anyone building a budget. Meta started charging again for two message types that had been free for a while:
- Service messages: These had been free since November 2024. From October 1, 2026, each business number sends 1,000 service messages a month for free; from the 1,001st message on, they're charged. Unused allowance doesn't roll over to the next month.
- Utility notifications inside the customer window: Utility notification templates you sent within the open window after a customer wrote to you had been free since July 2025. These are chargeable again too.
So what does it mean? For a business that answers dozens of customer questions a day, 1,000 service messages a month can run out quickly. If your messaging volume is high, you now need to factor in the cost of the support side too.
Old calculations may be out of date If you built a budget in 2025 on the idea that "replies are free when the customer writes first," update that calculation as of October 2026. Meta changes its rates on the schedule it publishes; in 2026 it made updates in January, April, July and October.
When does Meta not charge?
Some cases are still free, and knowing them makes a real difference to your budget.
- Messages a customer sends to you: Incoming messages are always free.
- Undelivered messages: Meta only charges for delivered messages.
- The first 1,000 service messages each month: This applies to each business number separately.
- The free entry point window: When a customer writes to you from, for example, an ad that leads to WhatsApp (Click to WhatsApp) and you reply within the customer window, a free window opens. According to Meta's page, this window can stay open for up to 7 days, and during that time marketing, utility, authentication and service messages aren't charged. Meta's AI agent messages are still charged in this window.
Follow the rule details on the official page Meta updates details such as the conditions for opening the window and how long it lasts from time to time. For the latest version, we recommend checking Meta's WhatsApp pricing page.
What's the unit price for Turkey?
Let's be honest here. Meta publishes unit prices by country and category in rate tables, and these tables change several times a year. We don't give a figure for Turkey here, because an amount we write today may be out of date in a few months. The most reliable thing is to check the current unit price in Meta's rate table.
In practice, this is how we estimate WhatsApp Business API cost: we work out the size of your send list, which category the messages fall into and which country the recipients are in. Marketing messages are usually the most expensive item. Utility notifications and authentication codes benefit from tier discounts as volume grows.

At Chatopya, too, the picture has two line items. The monthly package fee is for using the platform. The template message fee is separate and passes through at Meta's unit price. Chatopya adds no commission to this fee.
The monthly packages are: Starter TL 1,499, Growth TL 3,499, Pro TL 4,499, Business TL 6,999. For Enterprise we prepare a quote. You can see which features vary by package on our pricing page.
Know two extra items when you budget. AI-powered chatbot usage runs on credits, and the AI Bot credit package is separate. Removing the Chatopya logo from the Web Chat window is also licensed separately. Setup and training are free.
What can you do to keep Meta fees under control?
The way to lower cost is usually not sending less but sending more accurately.
- Send to the right audience: Instead of sending the same campaign to everyone, use segments based on tags, order history or interests. A smaller but relevant list means both lower fees and fewer complaints.
- Choose the template category correctly: Don't fill order and shipping notifications with campaign sentences. Let a notification stay a notification.
- Look at the reports: Delivery, read, reply and click data show which send worked. Not repeating a campaign that didn't work is the easiest saving.
- Monitor your service volume: The 1,000 free service messages a month apply per number. Whether an agent or the chatbot sends the reply, replies without a template count as service messages; plan your volume accordingly.
