How to Choose a WhatsApp API Provider: 10 Criteria
The quotes look alike, and everyone says they are Meta-approved. The difference hides in the details: how Meta's charge is passed on, how tightly the contract binds you, who you can reach when a problem comes up. To have it in hand before you talk to a provider, we collected 10 criteria and the question to ask for each.
The question of how to choose a WhatsApp API provider usually comes up when the first quotes land on the table. Monthly prices are close to each other, and the feature lists are almost identical. So where is the difference? Often on the second page of the contract, or in how Meta's charges show up on the invoice.
Below we have collected 10 criteria to keep at hand when you talk to a WhatsApp API provider. For each one, we wrote what to look at and what to ask the person across the table. At the end we sum everything up in a single table.
Do you need a provider? No. Meta also opens the Cloud API directly; if you have a software team, you can build your own integration. But then you also develop the panel, bot, reporting and template management yourself. For businesses without a technical team, a provider is the more practical route.
1. What is the provider's status at Meta?
Meta defines the companies that offer WhatsApp services to businesses under different statuses. Solution Partner firms have a credit line with Meta and can bill Meta's message charges to the customer themselves. A Tech Provider is a company that has passed Meta's business verification and app review and can offer WhatsApp services on its own or together with a Solution Partner.
Both are legitimate. What matters is that the status really exists and that you know how payment works under it.
- What to look at: Which status the provider holds, and whether it carries out Meta business verification on your behalf.
- Question to ask: "What is your status at Meta, and who collects Meta's message charges, and how?"
2. Is a commission added to Meta's message charges?
Meta has charged per message since July 1, 2025. Marketing, utility and authentication templates are charged by category. Another change came on October 1, 2026: the service replies you give within the 24-hour window that opens after a customer writes are now charged. Each business number gets 1,000 service messages free per month, with no rollover; charges apply from the 1,001st message. Since the same date, utility templates sent within the window are also charged.
This is exactly where commission matters. Some quotes add a margin on top of Meta's unit price and give a single "price per message". That is not forbidden, but while the monthly plan looks cheap, the real cost can be hidden in the message price. We explain what Meta charges for in detail in our WhatsApp Business API pricing article.
- What to look at: Whether the message charge is passed on at Meta's unit price or with a margin added on top.
- Question to ask: "Do you add a commission to Meta's price? Can I see Meta's share separately on a campaign's invoice?"
3. What are the contract term and commitment like?
An annual commitment sometimes brings a discount. Sometimes it also keeps you for a year in a system you are not happy with. The really critical matter is your number: Meta allows WhatsApp accounts to be moved from one partner to another, and the contract should not make this transition harder.
- What to look at: The shortest contract term, early termination fee, automatic renewal clause, and what happens to the number when you leave.
- Question to ask: "If we want to leave, how do you help us move our number to another provider, and is there a fee for it?"
4. Are the interface and support in Turkish?
Your agents will use the panel every day. If the interface is in a foreign language, training takes longer and the room for error grows. Support matters even more: when your template is rejected or your quality rating drops, you want to reach someone you can talk to in Turkish during your working hours.
- What to look at: The panel language, support channels (phone, WhatsApp, email), support hours.
- Question to ask: "If we run into a problem, through which channel and at what hours can we reach your Turkish support team?"
5. Is the invoice in TL, and how does payment work?
There are two separate items in front of you: the provider's plan fee and Meta's message charge. Having the plan fee invoiced in TL makes accounting easier. For Meta's charge, settle up front who it is paid to, in which currency and by which payment method.
This detail now also affects the delivery of your messages. Meta had announced that from October 1 it would not deliver service messages on accounts that had not set up a payment method by September 30, 2026.
- What to look at: The currency of the plan invoice, the payment route for Meta's charge, who bears the exchange rate difference.
- Question to ask: "Do you invoice the plan fee in TL? Is a payment method set up on our account for Meta's message charge, and should there be?"
Ask us the questions too. In a demo call, let's go through this list together, item by item.
Book a free demo6. Are consent and opt-out records kept for KVKK?
If you will send bulk messages, you need to be able to show who gave permission, when and through which channel. It is just as important that when a customer says "I don't want messages anymore", that person is removed from send lists and this is recorded. Meta's business messaging policy also requires getting consent before writing to people. We cover the legal side of the topic in our is bulk messaging legal article. KVKK is Turkey's personal data protection law.
- What to look at: Consent records, automatic processing of opt-out requests, retroactive send history.
- Question to ask: "What does the system do when a customer requests to opt out? Can you show consent and send records retroactively?"
7. Which channels are supported?
Your customers may not be writing only from WhatsApp. When Instagram DM, Messenger and the chat window on your website are tracked in separate apps, it is very easy to miss a message.
- What to look at: Which channels land in the same inbox, and whether the same person's history across different channels appears in one place.
- Question to ask: "If a customer writes from Instagram and later from WhatsApp, can my agent see the previous conversation?"
8. Are there ready-made integrations?
If you do e-commerce, order and shipping notifications are among the scenarios you will use most. If there is no ready-made integration with your store, you may need to develop software for every notification.
- What to look at: Whether there is a ready connection with the marketplace or platform you use, and which plan includes the integration.
- Question to ask: "Which plan has the integration with our store, who does the setup, and is there an extra fee?"
9. How is the AI bot priced?
With some providers the AI bot is included in the plan; with others it is charged separately by credit, message count or per conversation. In a busy campaign month this item can grow unexpectedly. Also keep this in mind: the replies the bot sends count as service messages on the WhatsApp side, so once you pass the 1,000 free messages a month, Meta's charge applies too.
- What to look at: The bot's pricing model, what happens when credits run out, what the bot does on a question it does not know.
- Question to ask: "How is the bot fee calculated? When the bot does not know the answer, does it make something up, or does it hand over to an agent?"
10. How much setup and training support is there?
Business verification, number migration, approval of the first templates... This is where businesses get stuck most often in the first weeks, and we see it a lot. If your number is currently used in the WhatsApp Business app on a phone, also find out up front what will happen to the app and the old chats when you move to the API.
- What to look at: Whether setup is paid, whether your team gets training, support in preparing templates.
- Question to ask: "Are setup and training paid? What happens to our chat history when we move our existing number?"
The 10 criteria in one table
If you are talking to more than one company while choosing a WhatsApp API provider, compare your notes against this table. Asking everyone the same question makes it easier to put the answers side by side.
| Criterion | What to look at | Question to ask |
|---|---|---|
| Meta status | Tech Provider or Solution Partner; who carries out verification | Who collects Meta's charges, and how? |
| Commission | Meta's unit price, or a margin on top | Can I see Meta's share separately on the invoice? |
| Contract | Term, termination fee, automatic renewal | Can we move our number when we leave? |
| Turkish support | Panel language, support channel and hours | How do we reach you when there is a problem? |
| TL invoice | Plan invoice, Meta payment method | Is a payment method set up on our account? |
| KVKK | Consent record, opt-out request, send history | What does the system do on an opt-out request? |
| Channels | Single inbox, unified customer history | Is history across channels visible? |
| Integration | Ready connection, plan that includes it | Is the integration with our store an extra charge? |
| AI bot price | Credit or count model, handover rule | What does the bot do on a question it does not know? |
| Setup and training | Fee, training, template support | What happens to history when the number moves? |
How does Chatopya answer these questions?
Let's briefly write our own answers too. You can ask us the same questions.
- Status: Chatopya is a product of Retmind Teknoloji; a Meta-approved Tech Provider and Meta partner. We carry out Meta business verification and the application on your behalf, using your tax certificate and brand details.
- Fees: Meta's message charge is separate and passed through at Meta's unit price; we add no commission. Plan prices are set in TL and start at 1,499 TL per month; details are on the pricing page.
- Support and setup: We have a Turkish support team, and setup and training are free. Panel setup takes about 5 minutes; if the number is being registered with Meta for the first time, Meta's review time is added. You can move your existing number, but the app on the phone closes on that number and old chats are not carried over.
- KVKK: Consent records, opt-out request management and send history are kept.
- Channels: WhatsApp Business API, Instagram DM, Facebook Messenger, Telegram and Web Chat are in a single inbox; matching records are gathered on a single customer card.
- Integration: Trendyol, Hepsiburada and Shopify integration is included in plans other than Starter.
- AI bot: Usage is credit-based, and the AI Bot credit package is separate. On a question with no match in the knowledge base, it does not make up an answer; it hands over to an agent.
Frequently asked questions
Will I lose my number if I change my WhatsApp API provider?
Meta allows WhatsApp accounts to be moved between partners, so the number can stay with you. Ask both your old and your new provider separately about the transition steps and the termination terms in the contract.
What is the difference between a Tech Provider and a Solution Partner?
Both can offer the full set of WhatsApp Business Platform services to businesses. A Solution Partner has a credit line with Meta and can bill Meta's charges to the customer itself; a Tech Provider has no credit line.
Does Meta's message charge vary by provider?
Meta's unit price does not vary by provider. The difference on your invoice comes from the margin the provider adds on top of that price, so be sure to ask the commission question.
Are my replies still free when the customer writes first?
Not since October 1, 2026: each business number gets 1,000 service messages free per month and the rest are charged; utility templates within the window are also charged. The free entry point window (open for up to 7 days) that opens with a customer from ads that lead to WhatsApp continues.
