Is WhatsApp Business Free? App and API Fees

The short answer to whether WhatsApp Business is free: the app is free, while the API charges per message. But details make the difference. We explain when you pay, where optional subscriptions like Meta Verified fit in, and what the October 1, 2026 change means for you.

We hear this question most from businesses that are starting to grow: "Is WhatsApp Business free, or will a bill show up somewhere?" The answer depends on which WhatsApp Business you mean. Two separate products share the name: the WhatsApp Business app you download to your phone, and the WhatsApp Business API that runs through software (officially called the WhatsApp Business Platform by Meta).

Short answer: is WhatsApp Business free?

The app is free. Meta offers it as an app that is free to download; you don't pay a subscription for the basic tools such as messaging, the business profile, catalog, quick replies, and greeting and away messages.

With the API, the picture changes. Meta charges for the messages a business sends to customers that are delivered. Messages your customer writes to you are free. On top of that comes the cost of whatever software you use the API with: either a solution partner's panel or your own development team.

In short: The app is free but managed by hand. With the API there is a Meta fee per message plus a software cost; in return you get automation, bulk sending and teamwork.

Do I pay nothing at all in the WhatsApp Business app?

For basic use, you don't. Still, calling it "zero cost" wouldn't be quite right, because there are optional paid services around the app. None of them is required.

Meta Verified: an optional subscription

Meta Verified is a paid subscription offered in the WhatsApp Business app. It includes tools aimed at building brand trust, protecting against impersonator accounts and getting support. It isn't open to every business: according to WhatsApp's help page, if you don't see a Meta Verified option in the app's settings or business tools, it hasn't been made available to you yet.

Two details to note. Meta decides which plan to offer by looking at the business's activity on WhatsApp. Also, according to WhatsApp's own explanation, subscribing doesn't mean the account will automatically get a verified badge.

Meta One and other paid options

In September 2026, Meta announced a new subscription service called Meta One, which applies across Facebook, Instagram and WhatsApp; it also has plans for businesses. Because price and content can vary by country, we suggest checking current information in the app or on Meta's own page.

There is an indirect cost too: advertising. If you run a Facebook or Instagram ad that leads to WhatsApp, you pay Meta separately for the ad budget. That is the cost of the ad, not of the app.

Why is the WhatsApp Business API paid?

With the API there are two separate items. Most of the confusion comes from mixing the two up.

  1. Meta's message fee. Meta charges for messages from the business to the customer when they are delivered; there is no charge for a message that is sent but not delivered. Two things set the price: the message category (marketing, utility, authentication, service) and the country code of the recipient's phone number.
  2. Software or solution partner cost. The API doesn't give you a ready-made chat screen. To read and reply to messages, or to set up a bot or a campaign, you either build your own software or use a solution partner's panel.

We won't go into how fees work category by category here. We explain step by step how the bill comes together in our WhatsApp Business API pricing guide.

What changed on October 1, 2026?

From October 1, 2026, Meta started charging again for some messages that used to be free. In short:

  • For replies you give in the 24-hour window that opens after a customer writes to you (service messages), each business number gets a free allowance of 1,000 messages per month. Unused allowance doesn't roll over to the next month; service messages beyond 1,000 are charged.
  • Utility (informational) templates you send inside this window are now charged too.
  • While the free entry point window is open, which opens with a customer who comes from an ad that leads to WhatsApp, Meta doesn't charge for template and service messages.

So the era of "replies are free when the customer writes first" is over. A low-volume business may stay within the 1,000 allowance; for a team running heavy customer service, replies now take up room in the budget as well.

Is a payment method set up? On accounts without a payment method, Meta delivers service messages until the free allowance runs out and doesn't deliver them after that. If you use the API, make sure payment details are set up.

App or API: which one suits you?

The app is enough if...

  • You or a single person look after the messages,
  • Your daily message count is something you can answer by hand,
  • You don't need bulk campaigns, automatic order notifications or a 24/7 bot.

In that case you'll do fine with the free app. There's no reason to pay.

It's time to move to the API if...

  • Several agents will use the same number,
  • You want to send campaigns to thousands of people with approved templates,
  • You want order, shipping and appointment notifications to go out on their own,
  • You want an AI bot to answer frequent questions outside business hours.

What you pay here is the price of work that can't be done by hand. You can also look at What is the WhatsApp Business API, where we explain more broadly how the API differs from the app.

How does the cost work if you use the API with Chatopya?

As a Meta-approved Tech Provider, Chatopya offers WhatsApp Business API access in one panel. Here too you see two items: the monthly plan fee and Meta's message fee.

  • Plan fee: Monthly Starter 1,499 TL, Growth 3,499 TL, Pro 4,499 TL, Business 6,999 TL; Enterprise by quote.
  • Meta's message fee: It comes through separately at Meta's unit price; Chatopya adds no commission on top.
  • Setup and training: Free. Our team runs Meta business verification and the application on your business's behalf.
  • Campaign cost: Before a bulk send, you work out the estimated cost together with our team.

To compare what the plans include, see the pricing page.

Know this before moving your number If you move your existing number to the API, the WhatsApp Business app on your phone closes on that number and past chats don't move over. If you prefer, you can start on the API with a new number.

Frequently asked questions

Does the WhatsApp Business app ask for a monthly fee?

No. Downloading the app and using the basic business tools is free. Subscriptions such as Meta Verified are optional.

On the WhatsApp Business API, are the messages a customer writes to me charged?

No, Meta only charges for messages that go from the business to the customer and are delivered. Your replies, though, are charged once you pass 1,000 service messages per number per month, since October 1, 2026.

Do I have to get Meta Verified?

No. Meta Verified is an optional subscription; you can use both the app and the API without it.

Will my chat history come with me when I move from the app to the API?

It won't. When you move your number to the API, the app on your phone closes on that number and old chats aren't transferred.

How often does Meta change WhatsApp fees?

Meta states that it can update prices only at the start of a quarter, that is, on January 1, April 1, July 1 and October 1. The latest change took effect on October 1, 2026.
