Telegram vs WhatsApp for Business: Which Fits You?
Telegram or WhatsApp: which is the better choice for business communication? We compare the two apps on bot options, Meta's fees in effect since October 1, 2026, bulk messaging rules and privacy, and explain which business suits which, and how you can use both together.
Telegram or WhatsApp for business messaging? Small and mid-sized companies ask us this often when they want to set up a new channel. The short answer: the two apps don't do the same job. Below we put them side by side on user base, bots, fees, bulk messaging rules and privacy, and at the end a table sums up which one suits which kind of business.
In short: what is the core difference between the two apps?
WhatsApp is built on the phone number. Your customer can message you without saving you to their contacts, but the identity is always a number. Telegram works with usernames: chatting without sharing a number, large channels and flexible bots are its strengths.
For a business, that difference plays out like this: WhatsApp is designed for one-to-one customer relationships, order and appointment notifications, and it is a channel tightly regulated by Meta's rules. Telegram is looser. There are few rules, but also few ways to take the first step toward a customer.
| Topic | Telegram | |
|---|---|---|
| How you reach a customer | Phone number | Username, link or number |
| Business account | WhatsApp Business app or WhatsApp Business API | Regular account; Telegram Business features need a Premium subscription; bot account |
| Can the business send the first message | Yes, to people who have opted in, with a Meta-approved template | A bot can't message a user who hasn't started it |
| Announcements to a wide audience | Bulk messages with approved templates; Meta's sending limits and quality rating apply | Channel: users subscribe on their own |
| Message fees | Meta charges per delivered message, by category | No per-message fee for standard sending through the Bot API |
| End-to-end encryption | Default in personal chats | Only in secret chats; regular chats are stored in the cloud |
Which app are your customers on?
Half of the decision is in the answer to this question. In Turkey, what we see in the field is this: most customers expect to reach a business on WhatsApp, while Telegram is busier in particular communities. Technology, software, education groups, and news and announcement channels are examples.
Rather than trusting a general figure, look at your own data. Track for a few weeks which contact button on your site gets clicked and which channel your customer service questions come from. If your customers don't use Telegram, even the best Telegram bot sits idle.
Bot options: what can you build on each?
Telegram bots
Telegram makes building a bot quite easy. You create a bot account through BotFather, then use the Bot API to add commands, menus with buttons and mini apps that open inside Telegram. There is no approval process. Flexibility is high, but you or your developer has to build everything.
WhatsApp bots
For automation on WhatsApp you need the WhatsApp Business API; the ready-made greeting messages in the phone app are limited. On the API side there are buttons, lists, catalogs and WhatsApp Flows, which offer form-like screens. In return, you follow Meta's rules, such as business verification and template approval.
You don't have to build the setup from scratch with a developer. In Chatopya, you set up flows such as order forms, appointments and surveys without code, using the drag-and-drop flow designer. AI also answers frequently asked questions from your business's own information, 24/7, and hands the ones it can't resolve to an agent along with the chat history. You'll find the details on our WhatsApp Business API page.
Fees: who charges for what?
On Telegram there is no per-message fee for standard messaging through a bot. Telegram Business features (such as working hours, quick replies and a greeting message) are tied to a Premium subscription. Rate limits apply to high-volume bot sending; check the current limits in Telegram's bot documentation.
The picture is different with the WhatsApp Business API. Meta charges for every message sent from a business to a customer, and the price varies with the message category and the recipient's country code. These rules have applied since October 1, 2026:
- Template messages (marketing, utility, authentication) are charged.
- Service messages, meaning the non-template replies you give within the 24-hour window after a customer writes to you, are now charged. The first 1,000 service messages per month are free for each business number; the allowance doesn't roll over to the next month.
- Utility templates sent inside the window are also charged.
- Messages are free during the free entry point window (72 hours) that opens when a customer comes from an ad that leads to WhatsApp or from a call-to-action button on a Facebook page.
The era of "replies are free when the customer writes first" is over. Every reply beyond the 1,000 monthly service messages is charged. If you have heavy support traffic, plan your budget accordingly.
Chatopya adds no commission to Meta's message fees; the charge comes through at Meta's unit price. We walk through the calculation category by category in our post on WhatsApp Business API pricing.
Bulk messaging rules: who can you write to, and when?
This is the biggest difference. On Telegram, a bot can't message someone who hasn't started it. That means you can't send a campaign on Telegram to a phone list you already have. The way to reach a wide audience is to open a channel and let people subscribe of their own accord.
On WhatsApp, the business can take the first step, but with conditions. The person must have agreed to receive messages from you, and the message must go out with a template Meta has approved. Your sending volume also depends on Meta's daily limits and your number's quality rating. If complaints rise, limits can drop and the number can be restricted.
One rule applies on both channels: get the person's consent for marketing messages and keep a record of it. We've gathered what to watch for under KVKK (Turkey's personal data protection law) and Meta's policies in Is sending bulk messages on WhatsApp legal?
Let's work out which channel suits you. We'll listen to how your customers reach you and show you how to set up WhatsApp, Telegram and the other channels.
Book a free demoPrivacy and data: where do the messages live?
WhatsApp encrypts personal chats end to end by default. On Telegram, regular chats are stored encrypted on Telegram's cloud servers; end-to-end encryption exists only in secret chats opened between two people, and bots can't use secret chats.
For a business, the real question is a bit different. When you work through software or an API, customer messages are processed in the systems you choose. Be clear about who can access which data, how long you keep records and how you handle a customer's opt-out request. Your KVKK obligations don't go away when you change channels.
Which one for whom?
| Type of business | Leading channel | Why |
|---|---|---|
| E-commerce store | Orders, shipping notifications and campaign messages can go to the number | |
| Appointment-based businesses such as clinics, hair salons and service shops | Customers see reminders and confirmations in the app they already use | |
| Education, courses, community businesses | Telegram (WhatsApp for support) | Channels and groups suit announcements and community management |
| Software and technology products | Both together | Users may expect community on Telegram and one-to-one support on WhatsApp |
| Those serving an audience that doesn't want to share a number | Telegram | Contact is possible with a username |
Does it make sense to use both?
Most of the time, yes. A setup we often see: announcements and community on a Telegram channel, one-to-one sales and support on WhatsApp. The trouble starts when two separate chat histories pile up in two separate apps. The agent doesn't know what the customer wrote on the other channel.
That's why Chatopya brings the channels into one inbox. Conversations from the WhatsApp Business API, Telegram, Instagram DM, Facebook Messenger and the Web Chat you add to your site all land on the same Conversations screen. When the phone number or channel ID matches, the records merge into a single customer card, and you see the history across channels in one timeline. You can assign and hand over chats between agents. If you're curious about the Instagram side, take a look at Managing Instagram and WhatsApp from one panel.
In short: when it comes to Telegram or WhatsApp, the right answer for a business is usually "wherever your customer is." If that's more than one place, manage them all from one place.
Frequently asked questions
Can I send bulk messages to my customers on Telegram?
Not to a list of numbers you already have; a bot can only message people who have started it. To reach a wide audience, you need to open a channel and gather subscribers.
Are my replies on WhatsApp free when a customer writes first?
Not entirely, since October 1, 2026. The first 1,000 service messages per number each month are free and the rest are charged; the free entry point window that opens for a customer coming from an ad that leads to WhatsApp stays free.
Is Telegram or WhatsApp more secure?
With default settings, WhatsApp encrypts personal chats end to end; on Telegram that applies only to secret chats. For a business, what matters most is which system processes the messages and how you comply with KVKK rules.
Does Telegram also require template approval?
No, Telegram has no template approval like Meta's. Still, accounts reported as spam can be restricted, so avoid sending messages without permission.
What happens if the same customer writes on both WhatsApp and Telegram?
Two separate histories form in separate apps. In Chatopya, when the phone number or channel ID matches, the records from both channels are gathered in a single customer card.
