WhatsApp Ad Costs: What You Pay and How Much
An ad that leads to WhatsApp comes with two separate bills: the ad budget you pay Meta, and the message fee for the conversation that starts after the ad. We explain what each one depends on, how the free entry point window works and how the October 1, 2026 change affects your math.
When it comes to WhatsApp ad costs, most businesses picture a single bill. Yet an ad that leads to WhatsApp runs two separate meters: the ad budget you pay Meta, and the WhatsApp Business Platform message fee. Mix the two up and the budget math goes off too. Below we explain what each one depends on, how the free entry point window works and what has changed since October 1, 2026.
We covered how to set up the ad step by step in our guide to setting up an ad that leads to WhatsApp. Here we look only at the money side.
Which fees do you pay on an ad that leads to WhatsApp?
In short: the ad itself is one cost, and the conversation that starts after the ad is another. The subscription for the software you use can be added on top. We've put them all side by side in a table.
| Item | Paid to whom? | What does it depend on? |
|---|---|---|
| Ad spend | Meta (through your ad account) | The budget you set, target audience, competition, how well the ad performs |
| WhatsApp message fee | Meta (WhatsApp Business Platform) | The message category, the recipient's country code, whether the message went out in a free window |
| Software subscription | The solution partner or software you use | The plan you choose |
| AI usage | Varies by the tool you use | If you use a bot, message volume and plan |
If you use the WhatsApp Business app on your phone, the message fee item doesn't apply to you; the ad budget is still there. The message fee concerns businesses that message through the API.
What determines ad spend?
Meta sells ad space by auction. So there is no fixed "WhatsApp ad price." You set a daily or total budget, and Meta spends that budget among the people it shows your ad to. What a chat ends up costing you is generally set by these:
- Target audience: A very narrow or very crowded audience can push cost in different directions.
- Competition: As more advertisers try to reach the same audience, especially in busy seasons, impressions get more expensive.
- The ad itself: An image and text that catch people's attention and get clicked can bring more chats with the same budget.
- Campaign objective: Meta shows the ad to different people depending on the objective you choose.
That's why we can't answer "how many TL is a WhatsApp ad?" with a single number. Be careful with anyone who gives you one, too. The real question is different: how much does a chat cost me, and how many of those chats turn into sales?
How do you calculate cost per chat?
A simple division is enough. Divide the amount you spent on the ad in a week by the number of new chats that came from the ad that week. Then look at how many of those same chats turned into an order or an appointment. When you compare two campaigns, put forward the one whose chats turn into sales more often, not the one that brings cheap chats.
How is the WhatsApp message fee calculated?
Meta has charged per message since July 1, 2025. Only messages that go from the business to the customer and are delivered are charged; there is no fee for messages the customer writes to you. The amount depends on two things: the message category and the country code of the recipient's phone number.
- Marketing, utility and authentication: Messages sent with approved templates. They can be sent at any time, and each one is charged.
- Service: Replies without a template that you give in the 24-hour window after the customer writes.
- Meta Business Agent: Messages from Meta's own AI agent. These have been charged by token since August 1, 2026.
What changed on October 1, 2026?
There are two important changes. For service messages, the first 1,000 messages per month are free for each business number; the charge starts from the 1,001st message. This allowance doesn't roll over to the next month; it resets every month. Second, utility templates you send inside the 24-hour window are now charged too. You'll find the details of the categories in our WhatsApp Business API pricing guide.
"Replies are free when the customer writes first" is no longer true. Since October 1, 2026, numbers that go past 1,000 service messages a month pay for every reply. The more chats come in from ads, the faster you approach this threshold; the only exception is the free window we describe below.
What is the free entry point window, and how does it open?
This is the rule that ties the ad side to the message side. When a customer writes to you from an ad that leads to WhatsApp, or from the call-to-action button on your Facebook page, a 24-hour customer service window opens. If you reply before this window closes, that reply isn't charged and the free entry point window begins.
So what happens while the window is open? During this time Meta doesn't charge for any marketing, utility, authentication or service messages. A campaign template with a product image, an order confirmation, your agent's replies: all free. The only exception is Meta Business Agent messages, which are charged in this window too.
How long does the window last? Meta's documentation gives this period as 72 hours. The pricing page updated on September 30, 2026 says the window can stay open for up to 7 days. Plan around 72 hours, and check the current period on Meta's page before a campaign.
Example: a customer who comes from an ad
| What happens? | Message fee |
|---|---|
| The customer clicks the ad and writes "Does this come in white?" | None (customer messages are free) |
| You reply before 24 hours are up | None, the free window begins |
| A marketing template showing colour options while the window is open | None |
| An order confirmation (utility) while the window is open | None |
| A new campaign template after the window closes | Marketing fee |
| After the window closes, the customer writes again and you reply | Service message: the first 1,000 of the month are free, the rest charged |
When does the window not open?
The most common case we see is a late reply. If a message from an ad goes unanswered for 24 hours, the free window never opens; to reach the customer again, you have to send a paid template. If the customer wrote to you in some way other than an ad or the Facebook page button, normal charging applies.
Don't miss the message that comes from an ad. Let's work out the setup so that the first reply, the one that opens the free window, goes out on time.

- Reply to messages from ads quickly. If a message that arrives on Friday evening waits until Monday, the window is lost. Set up a system so the first reply goes out outside business hours too: an on-call agent or a bot that answers frequent questions.
- Send follow-up messages while the window is open. Sending product suggestions, payment links and order confirmations inside the window is cheaper than sending the same content later with a paid template.
- Read ad metrics together with chat results. A campaign with a low cost per impression whose chats don't turn into sales is an expensive campaign.
- Watch service message volume. When the number of chats rises during an ad period, it gets easier to pass the 1,000 monthly service message threshold.
- Send campaigns outside the window in a targeted way. Instead of sending the same marketing template to everyone, pick the audience that will be interested; every delivered message is charged.
Where does Chatopya fit in these costs?
As a Meta-approved Tech Provider, Chatopya offers the WhatsApp Business API in one panel. We pass on Meta's message fee at Meta's unit price and add no commission on top. The monthly plan fee is a separate item; current plans are on the pricing page. For bulk campaigns, we work out the estimated cost together with our team.
On the ad side, with our Meta ad management tool, you can set up campaigns by chatting and set the daily budget in TL. The tool tracks metrics such as CPM and cost per lead, compares campaigns and offers a prioritized action plan. Budget changes, pausing or starting are applied only when you approve.
Messages that come from ads land in the same inbox as Instagram, Messenger and Web Chat conversations; several agents can use the same number. The AI bot answers frequent questions from your business's own information 24/7 and hands the ones it can't resolve to an agent along with the chat history. Bot use is charged through a separate AI Bot credit package; add that to your total cost too.
Frequently asked questions
Is replying to a customer who comes from a WhatsApp ad charged?
If you reply within 24 hours after the customer writes from the ad, that reply is free and the free entry point window opens. While the window is open, marketing, utility, authentication and service messages aren't charged; only Meta Business Agent messages are.
Are WhatsApp ad costs fixed?
No. Ad spend varies with the auction, the target audience and competition; the message fee also differs by category and the recipient's country code. There is no single fixed WhatsApp ad price.
Do messages that come from the WhatsApp button on a Facebook page open the free window too?
Yes. Alongside ads that lead to WhatsApp, Meta also counts messages from the call-to-action button on a Facebook page as a free entry point. The condition is the same: you reply before 24 hours are up.
If I run ads with the WhatsApp Business app, do I pay a message fee?
In the phone app, Meta doesn't charge per message; you pay only the ad budget. Message fees apply to businesses that message through the API.
Does Chatopya add a commission to Meta's message fee?
No. Meta's message fee is passed on at Meta's unit price; Chatopya's monthly plan fee is a separate item.
